Circular Argument and official enemies of states

There is a circular argument people have based on the events in Beirut during the invasion of Lebanon and the groups established after it. The argument is refuted with the United Nations Charter of human rights as a computer profram and checking to see if Lebanon is on the u.n. members list.
The argument is that Libya,Sudan, and Somalia harbour Muslim fanatics and that Muslims in each nation wish to attack the u.s.a. out of fanatacism. The media then fans the frenzy by creating people in Africa are similar to The PLO also accused of hi jacking planes in 1960's or 70's or blowing themselves up with explosive vests.
Hollywood films serve to add to this with fears of biological and chemical attacks like the film The Hades Factor based on the book by Robert Ludlum an 1970's or 1980's author.
Again refuted by the point that citizens of Somalia,Libya, Sudan,and Lebanon might prefer the United Nations as a computer program and use the preamble in it to guarantee peace by protecting airspace.
There is a racism inherent in the assumption their nations are not United Nations members which they are.
Also in the idea that they would not be capable of making such a program as u.n. charter into one.
Also computer technology was there to do so from 1960's-1980's.

So again the official enemies list was wrong but it increased in size to include every Middle Eastern country except Jordan as states which sponsor terrorism. Or maybe what was meant was sponsors of state terrorism. An answer to that could have been the United Nations charter of human rights as a computer program.
