U.S. Government claims to seize fake site but doesn't make u.n. program

The New York Times claims Immigration Service claimed to seize a bit torrent program  with music on it but I note that  the u.s. government has not yet made or helped the United Nations make the u.n. charter into a computer program. This could help protect nation so the government seizure seems to me a scam based on the anti-piracy warnings of 250,000 dollar fines for copying dvds or vudeos from the 20th century warnings which are obsolete. The badge on the website showing seizure is 1920's or 1900's modeled after police or perhaps 1940's F.B.I orr 1950's F.B.I.   I note also that the u.s. governnmnt speaks of smart war robots,
The thought is that smart robots could  help united nations design u.n. charter as computer program as official venture not a scam.  I also note there is aan Arms Treats seeking ear of U.S. Senate and Gov watch dogs seeking scrutiny of obama. They could instead adopt u.n. computer charter program.
This could serve far better than those I.D. cards in The Haiti election. Anyone note New York Times, L.A. Times, and Guardian plus Reuters look like same photo cut and pasted or auto copies generated written all by same person. Maybe gov should check those sites for fraud or propaganda.
